The priorities are screwed up, and the priorities are showing that the rich, powerful, and well-connected get a whole lot more oh-so-careful careful consideration and hand-wringing worry about how meticulously slow and careful one must be before going after such people.

After all, you wouldn't want to look bad because you went after someone important and lost? Heavens no! And you wouldn't want to lose favor, win or lose the case, with the allies of the rich, powerful, and well-connected, would you?
