Is Josh Hawley guilty of cultural appropriation when he speaks "on behalf of men?"

I'm a man and I frankly resent Josh Hawley considering himself one, much less taking it upon his wormy little self to be a spokesman for us.

1. No, I wouldn't say he's guilty of cultural appropriation.

He's not laying claim to an aspect of male culture that he has no right to claim, unless there's more to what he said that I'm not aware of. He is, however, guilty of claiming to speak for all men when that privilege was never conferred upon him. And guilty of just so, so many other things.
