Why did Trump wait three hours before calling back the attackers at the Capitol.

There are only three reasons that I can think of.

1. He planned if from the beginning.

2. He wasn't in on the planning , but once they got in, he hoped the intruders would be successful.

3. His ego - he knew they were doing it for him and he couldn't bring himself to call them back which means he is sick in the head.

4. By 'calling them back' he would be implicating himself publicly. Basically admitting that he was, at least in some sense, 'in charge'.

Trump has gotten by with his graft and criminal enterprises for this long because he's smart about one thing ... maintaining plausible deniability.

He could've been waffling for hours considering whether it would be a smart thing to do (for him personally, of course, because that's all that matters) to say anything that could implicate himself.

and none of those possible scenarios paint him in any kind of light that makes him appropriate to hold that office ever again in his lifetime.
