He cannot pass laws by himself, he cannot prosecute Trump by himself, he cannot direct the DOJ to do so since he made it clear he wants the DOJ to be independent. The only thing president Biden can do is put pressure on Manchin/Sinema and others to get the votiing rights act passed and hope that the DOJ does its job.
