But they can't bypass the option to filibuster the opening of debate on the Senate floor with the bill that has already passed. It has to be as an amendment to something that has already passed both chambers multiple times where they're just haggling over the final wording.

The House, I believe, has passed all 3 voting rights bills, including the Electoral college language.
