Maybe you need some notepaper to help you keep things straight?
People making this argument are essentially interjecting a word like 'real' ... into the statement.
But it's not actually there.
If he'd said 'Mexican immigrants vote at the same rate as Latinx persons' ... would you argue he MUST be saying that Mexican immigrants are NOT Latinx?
To me it's more a dog-whistle than a blatantly racist statement, because we know what he really meant, but another, non-racist explanation is still fairly plausible.

I understand your argument and if this was said by a random person on the street, I could give them the benefit of the doubt. However, it's McConnell, and he gets no such benefit.
