They are in a middle of a civil war (granted with the backing of Moscow) that makes them ineligible anyway.
Then you have Germany, France and a few others who are more than likely to say "Hell NO!" on admittance. Then you have the WTF factor, Slovenia was admitted and it's a nation that is likely to leave given a significant portion of the populace does not want to be in NATO.
Take our gains and walk away. Gambling for more is just going to cost you in the end.
