Opinion: Withdrawal is no longer sufficient

There are an increasing number of reports of horrific war crimes committed by Russian troops in Ukraine in the last couple of days...rape, mass executions and burial. If these reports are verified, sanctions should be left in place until Putin is handed over for prosecution.

Even should Putin eventually win in Ukraine, all he has done is created a population of at least 10M terrorists who will hate all Russians for decades, possibly generations.

Any hypothetical Russian occupation would only get non-stop resistance from the Ukrainian population.

They need repatriation of people forcibly extradited and reparations for the damages.

Sanctions stay until all are fulfilled.

The Russians destroyed much of a free, democratic republic. Raped and murdered its citizens. Sanctions cannot be lifted anytime soon. In fact, they must be tightened until Russia comes to its senses. Putin and members of his military and intel service brought to justice. And frozen assets confiscated and used to rebuild Ukraine. Not only state assets. The oligarchs kept Putin in power. They are culpable and must also pay the price.

He's an evil son of Satin but ain't nobody gonna' get him for war crimes anytime soon...unless his own people do it.

Investigators will look at past and present allegations - going back as far as 2013, before Russia's annexation of Crimea from Ukraine.

If there's evidence, the prosecutor will ask ICC judges to issue arrest warrants to bring individuals to trial in The Hague.

But there are practical limitations to its power. The court doesn't have its own police force so relies on individual states to arrest suspects.

Like the US, Russia is not a member of the court - it pulled out in 2016. President Putin won't extradite any suspects.

If a suspect went to another country, they could be arrested - but that's a very big if.
