1. Just drive?

No, Justice Boof should have to drive hundreds of miles to a different state, make an in-person appointment to stay at a motel, drive hundreds of miles back home (or risk losing his job), then drive to the other state again three days later to see if he has been approved to say at the motel. When told no, he has to start the process all over again.

We are assured that the process as described is not burdensome.
