What if all police departments had a mini drone response team that could send drones into a building and locate a shooter and distract him until officers can stop him or spray a substance on him so that he cannot see ?

It isn't a bad idea though if the technology is there. I have seen where they can use shotguns to fire nets. Something short of a drone that fires a lethal weapon would be very nice. It seems that you might get a movement towards killer drones if the non-lethal methods aren't effective.
The problem is these things happen very fast. I don't know what the clock was with this shooting, but Sandy Hook was over in around 10 minutes from first assault on the door to the monster killing himself. How long to deploy a drone? A drone for every school (100,000 schools) at $100K would be $10B so it could make financial sense. Without sophisticated AI though you would also need an operator that is immediately on call.
As far as AI maybe it could be programmed to go towards the sound of gunfire and spray an entire area with something like Spiderman webbing or the previously mentioned net. The whole thing would be automatic with the principal or onsite security with a kill switch.
