Haven't seen anyone propose every schoolchild should be given a gun.

More accurate analogy: give all the playground monitors sticks and have them hit the kid who has a stick.

talk to the bully child about how violence & rage is NOT appropriate & then punish the child. Give him a time out and make him write an essay. BE Kind, Love thy neighbor, do not hit your friends!!
