He was a slave owner from Kentucky who fought for the Union during the Civil War. He opposed the ratification of the 13th and 14th amendments, but once they passed he accepted them as the law of the land: his decision in Plessey boiled down to, the 14th amendment recognizes all men born in the US as citizens with the same rights, the amendment is part of the Constitution, therefore I must support Mr. Plessey as having all the rights of American citizens including equal access to public transportation.
There's a good book on some of the people involved in the case: Separate, by Steve Luxenberg
