It is unclear at the moment if Cipollone’s testimony — should he comply — would be televised. But after Hutchinson’s blockbuster appearance, if the former WH counsel does go before the cameras, it would likely be covered gavel to gavel by every network and news organization in the country.

The committee said in their subpoena letter to Cipollone that while he had previously given the committee an "informal interview" on April 13, his refusal to provide on-the-record testimony made their subpoena necessary.

I think Cipollone needed that subpoena to cover his ass about spilling the beans on Trump. He could say the subpoena made his on the record statements legally required, i.e., he wasn't voluntarily ratting on Donald.
