Lowering the US flag by Presidential order is a problem for Red states?

I live in a rural Tennessee cummunity, and I know that Biden supporters are harder to find than a vegetarian restaurant out here.
But I've noticed this week, that the older from President Biden to lower flags to half-staff, is being ignored. Flags at city halls, fire departments, veterans centers, even federal post offices, are flying at full mast.
When I ask about it, Im told that; "the Governor never passed on the order", " Lowering the flag doesn't have the meaning it used to", "We never received an email from ....", etc.
Is anyone else seeing this??

I have seen like 99% of flags at half staff here. I saw only one at full mast, and it was in front of a CVS drugstore.

With all the violence and mass shootings, we may as well keep them there permanently.

"Let's see what Washington says about it." And then contact the feds. Surely there is a way to contact the White House and let them know that a state is refusing to follow the directives of the President. Also, call your rep. (I know that would not do much as they are both insane rethugs, but making it an official complaint would at least put it out there. Bah, I guess I lived in Nashville too long... which is not the majority of Tennessee nor its mentality, I am afraid.

Presidential and senator deaths. Every day is another reason to have the flag at half mast. Too much and unnecessary because most don’t know why it half mast. Maybe tightening the rules will bring back legitimacy to it.

I hate this constant flag lowering for every tragedy. The first time I ever saw a flag lowered I was 5 years old and someone had just shot the President dead. I'm good with lowering it for deaths of major federal players, but that's about it.

as they never get raised. The next event or shooting happens while flags are still lowered from the previous shooting.
