So no, he hasn't received his letter yet.
Cannon is screwing with the doj at the moment and they can't move until they know where the evidence stands.

I read that the United States Attorneys Manual does not require informing the target if there is a chance they might flee or tamper with evidence.

If you call them to testify before a grand jury then it would be proper protocol (though probably not legally required) to send them a target letter. But if not called to testify why notify them?
