He would have shouted about it and started to fund raise off of it.

So no, he hasn't received his letter yet.

Cannon is screwing with the doj at the moment and they can't move until they know where the evidence stands.

I read that the United States Attorneys’ Manual does not require informing the target if there is a chance they might flee or tamper with evidence.

I can live with just a perp walk.

If you call them to testify before a grand jury then it would be proper protocol (though probably not legally required) to send them a target letter. But if not called to testify why notify them?
