The inventory shows that 43 empty folders with classified banners were taken from a box or container at the office, along with an additional 28 empty folders labeled as “Return to Staff Secretary” or military aide. Empty folders of that nature were also found in a storage closet.

My expectation is that there is a cataloging or archival system that keeps track of these. They will have to sort through all the loose material and match it up to see what's there and what isn't. Give it a while. All we know from the inventory is that the Trump people pulled the documents from the folders and didn't bother to keep track of what went where.

The discarding of folders tells us the Trump folks didn't intend on keeping the documents collated from that point forward. If you went to the trouble to abscond with the material, why wouldn't you keep it separated or organized in some fashion? What's to be derived from that is yet to be determined.
