Didn't the SCOTUS explicitly say anything abortion related is a state's rights issue?

Edit: Thank you all for clarifying this for me, but doesn't their opinion still leave the final word on abortion to the states? I thought the concern was that a federal law protecting the right to an abortion could still be challenged by
the states, leading us back to a SCOTUS that would ultimately strike it down.

The Court stated that "the Constitution does not prohibit the citizens of each State from regulating or prohibiting abortion." That statement does not address whether the Congress also may or may not pass legislation regarding abortion.
