It wasn't justthe fire that caused them to collapse. It was loss of structurural integrity of the few remaining supports holding the floors above. When those floors collapsed, the ones below pancaked one by one.

Fire alone "shouldn't" cause the structure to collapse. Although that one looks pretty intense.

What is usually practiced is a combination of containment (making sure a fire is isolated and can't spread between offices or floors), codes for the flammability of interior furnishings, and fire suppression.

If there were no working sprinklers, and no substantial fire breaks or barriers, and no codes on furnishings, you get ths.

It sounds like it was built under trump methodology. Least cost with no oversight.
