The communists in both countries vastly outnumbered (probably still) any fascist nationalist group and frankly did way more damage. Looking at how Stalin treated Ukraine, you'd have to say that fascism doesn't have the market corned on lethal bigotry, but you can't make a case that fascism and Soviet Communism are the same things unless you're the Doughy Pantsload (Jonah Goldberg.).
