Republicans have no "governing philosophy". They have platitudes and strategies (cheating mostly) to win elections. Since Nixon got ousted and Reagan cheated to win the 1980 election, this is what "Conservatism" has been about.

Cut taxes for the rich and shift the burden of paying for society to the middle and working classes. Starve out the poor and blame everything on people of color, the poor, women, and immigrants. That is the Conservative plan in a nutshell.

Having nothing to offer anyone except the wealthy, and those who simply hate the "other", the Conservative movement and their political vehicle, the Republican Party, have abandoned even the "dog whistle" and have opted for full on culture war. All the while, their only consistent policy remains to make life easier for the wealthiest people.

It is no wonder that shedding all the pretense would lead from conniving people like Ryan, Cantor, and McCarthy to troglodytes like Gosar, Greene, and Boebert. Why pay for the flowery language when you can distill the hate into what the average Conservative is now craving.
