1. Nope

No House members exist. They are House-Elect until sworn in. The only motions in order are nominations of a Speaker, a motion to adjourn, and a few other procedural items.

Also, there's no such thing as Impeachment of a legislator. Only expulsion by 2/3 vote of the chamber.

I suppose they could try and set a precedent however.
