The very first agreement the media seems to make is that there are going to be cuts

Every report I have seen on multiple "news" program is framed from "whatever cuts are going to be negotiated", as if budget cuts are a "done deal".

They are framing this as if the Retrumplicans are already getting a win in the debt ceiling, and the only thing to work out is what's going to be cut.

I don't think that's by accident.
