He is signaling to his supporters that he will use the power of government to go after "enemies" that they have grievance with.

Trump is an idiot in most things, but he understands and uses emotional manipulation very well, especially with people who are already inclined to identify with him.

You see his supporters talk about how, "Trump is the only one who tells it like it is". Trump is the only politician who would say just about anything to make sure he has support. He talks about "saving Social Security" even though he doesn't give a rat's ass about the average person who relies on Social Security for their wellbeing. He knows it is popular and so he uses it to stir up emotions.

Whether he could pull this off, or not, Trump is all too happy to play into their sick fantasies.
