This is a good, and accurate, article. But - I BEG YOU!!! - Read Michael Lewis's book "The Premonition" that traces the work to manage a pandemic all because GEORGE W. BUSH read a book. And ordered staff to prepare.

It's Michael Lewis so it reads like a can't-put-down thriller novel! But is was the last chapters that hit me: The pending flu pandemic during the Ford (remember him?) Administration. It describes what the CDC and NIH did then, and the reaction from the right-wing during and after!
