There have been other reports, such as in the Guardian, that describe other people being bit as well.

One of the sweetest dogs I have ever been around. Well trained, very affectionate. Also very smart. He remembered our routine after one day.

Lots of awful people have, or have had, dogs who loved them. Like, oh, Hitler

Stalin

Vladimir Putin, who has numerous dogs, even now. He adored his Labrador retriever so much that he brought the dog to official meetings.

North Korean dictator Kim Jong Il, who fed his dogs better than he did the handlers he all but enslaved to feed and clean up after them.

Nixon.

Poppy and GW Bush.

Serial killers John Wayne Gacy and Dennis Nilsen adored their dogs, as did murderess Myra Hindley.

So no, dogs aren't any kind of barometer about human decency. They're dogs. They'll adore anyone who feeds them and treats them like a beta. Awful people tend to be quite skilled at the latter.

Dogs are normally loyal to their masters. Whether they are good people, or bad people.

"Dogs know", in this context, means that dogs know when their master and people close to their master are being threatened by someone.
