In this new format, Latest Breaking News is ranked by the time of the latest comment instead of the time original posting. Correct?

This is odd to me. Something posted three days ago can jump to the top if recently commented upon.

1. It Was Always That Way

We've always had the option to select which column is the key.
I just checked. It's still that way.
If you want it sorted by Start Time, select that column at the top of the column.
I've always had it sorted by Last Reply, which I think is default.

4. I have to select Start Time every time I access Latest Breaking News

It was not that way before. I think it was simply latest posts, all aggregated together in one list, and it was sorted on Latest. Now the default never changes, have to do it every time.

5. The Latest Breaking News forum has not changed

It still works the same way as all the other forums. The thread with the most recent reply goes to the top. If you want to see them in chronological order, the LBN threads are listed on the right side of the Latest Discussions page (if you’re not on mobile). This is also the same place they were on DU3.

6. It's always been sorted by latest reply first. Sometimes that's OK, but more often than not

I prefer sorting according to time of the original posting -- by clicking the Start Time header.
