When the Republicans wanted to keep Santos for his vote, his morals and ethics were not important. They said it was the will of the voters who elected him.
In this case of abortion rights, however, the Republicans are afraid of the will of the voters.

Now, in the case of Santos, they show that they do not care about the will of the voters and could have kicked him out at any time.
