Just listened to Rep.John Kline (MN-2) on local radio

and he says President Obama has to list the spending cuts before they will talk about revenues
and how raising taxes will hurt small family businesses ............... the man is an ass

1. Why would anyone that has taken and passed 8th grade civics ...

even suggest that President Obama should even be involved in listing spending cuts, other than as an advisory exercise?

When I was in school, many, many, many years ago, I was taught that the President's budget was merely an announcement of his administrations funding priorities ... it was the House's job, starting the the Budget Committee, to come up with the spending scheme, that is voted on by the full House. The President's role is to either sign or veto that budget ... and during the sausage making process to indicate what he can, or cannot live with, i.e., sign.
