There are about five different proposals that different groups of Senators are passing around. He wants to see if there can be a consensus behind one of them.

McCain, to his credit, thinks the current system is bad, but he doesn't want to see it partially or fully shut down. Reid will negotiate with McConnell to come up with changes. McConnell could have avoided the whole problem by forcing his members to behave and not issue shit filibuster after shit filibuster.
