Rev Al, Teddy Roosevelt is on Mt Rushmore because he was the first president to

stand up to the Tycoons and trusts AND he was the loudest voice to preserve the wilderness via establishing national parks...

That is why his visage is on Mt Rushmore.

He was far out there on the right, but the idea of owning public lands were also championed by Borglum, at least as presented by PBS.
