2. Ad servers on the internet are robots. Merchants subscribe, specify certain criteria & pay.

I'm pretty sure that exclusions are pretty limited and pricey, so websites such as this probably don't see who's buying this screen real estate, until the stuff runs here.

I bet those ad brokers can get premium fees during certain types of news-cycles, so they probably market the hell out of that stuff.
