One of the main reasons Boehner will continue to put legislation on the floor even if the teabaggers vote against it is to retain control of the House.

By putting center-right bills up for a vote he allows the batshit crazies to shout and vote AGAINST it.

That way they can't get primaried by someone crazier than they are and lose in the general election to a center-right dem. The loony gets to keep their seat.

Moderate republicans in purpler districts get to vote FOR the legislation, don't look like a lunatic and get to keep their seat.

Democrats vote for the center-right legislation because they willing to take less than half a loaf.
