The Georgia Republican recalled that several years ago when we had the first females go out on an aircraft carrier, when they returned to port, a significant percentage of those females were pregnant.
Was any investigation made by the Navy following that incident to determine whether or not all of those pregnancies occurred as a result of consensual acts? he asked Chief of Naval Operations Admiral Jonathan Greenert.
The admiral replied that he did not have details of the incident immediately available, but he pledged to follow up.
Chambliss noted that Democratic proposals to modify the Uniform Code of Military Justice (UCMJ) and take sexual assault reporting outside of the victims chain of command might not work because young servicemen were being driven by their nature.
The young folks coming in to each of your services are anywhere from 17 to 22 or 23, he pointed out. Gee-whiz, the hormone level created by nature sets in place the possibility for these types of things to occur. So, weve got to be very careful on our side.

(5,005 posts)Surely some young men do try to get laid as often as possible. Using force to accomplish this is unacceptable under any circumstances, but surely some women also have a sex drive? If you put men and women together for extended periods, consensual sex will happen. So will non-consensual. Seems to me like it might be useful to know how much of each type is happening so that the correct actions can be taken.
Chambliss is an idiot for countless other reasons but these comments don't seem ridiculous to me.

On the increasingly rare occasions when my wife and I are both in the mood at the same time, it takes me a month to, um, recharge my batteries. When I was in my late teens and early twenties, I could go three or four times per day.

Plus, Chambliss' comments were way off base. He is NOT blaming the perpetrators. He's blaming "nature". It's disgusting.

So what does the question of the ratio, have to do with anything? Sexual ASSUALTS are out of control and the chain of command has failed to control it in any effective or meaningful way. What does that have to do with 17 year olds, having a sex drive?

It seems to me that Chambliss is simply asking 'how much of this sex is consensual?' which seems to me to be a perfectly reasonable question to ask. I see no reason to assume, that it is all rape, all the time.
It may be, or it may not be, but I don't think we can just assume that it is. If there is consensual sex happening, it may still be completely inappropriate for service members on duty (conduct unbecoming?) but the action taken would not be the same as it would be for rape.
Rape would (and should) get your ass thrown in the brig, but conduct unbecoming would merit some lesser disciplinary action.

Both institutions - the military and higher ed - do a poor, poor job of creating an environment where rape - be it stranger or acquaintance rape - is unacceptable.

Chambliss is not blaming the perpetrator of these crimes. He's basically saying boys will be boys.
BTW, just because men and women are together doesn't automatically equal rape.

I was trying to make the point that there is a strong correlation between youth and sex drive, and this strong drive would account for quite a bit of consensual sex when the genders mingle. No sex drive, no sex.

That right there eliminates "nature" as the cause. Nor is it "culture" as Sen. Sessions claimed and for the same reason. Is it the machismo nature of military service then? But that same machismo exists in law enforcement so that can't be the answer either. What about Tail hook? That was well researched so what were the finding from that and to what degree were the recommendations from that study implemented. This is not something new so why are people treating it like it is. Outwardly, this is a chain of command issue that has long been swept under the rug. The military cannot police its conduct. It needs outside accountability with the power to direct change within the military when warranted - like after Tail hook. Anything less means we will again be addressing this issue 25 years from now.
