the post-9/11 world fully envisioned pre-9/11. And guess what, the author Phillip Zelikow happened to be an aide and advisor to the incoming Bush Administration when his "vision" miraculously came to pass. He also got to be the executive director of the 9/11 commission, controlling the direction and scope of the investigation into cause of the 'transformative events' he dreamed up 3 years earlier. How about that?
