How much do we spend on all these dark operations? $400 billion a year? More?
We know for certain that a big part of the Pentagon budget has shifted from DoD to these secret budgets over the past 20 years.
In a world where everybody wants to whack away at education, anti-poverty programs, and science, don't we have a right to know how much money we are spending on these dark programs?

If it is secret, who can complain about it. Out of sight is out of mind. And of course, they can always fall back on "We are keeping you safe from the bad guys!" to keep the money rolling in.

from a person who has very close connections to the flow of military money.
VERY few folks know the true budgets for all those dark projects. The CIA, NSA, DIA, FBI, Geospatial Agency, and on and on have their admin budgets but the dark projects are only disclosed to a few on the Security Committee in Congress. Then the funds are filtered out to hundreds of various budgets in hundreds of agencies and drawn from as needed.
Impossible to track by design.
It is a money laundering system, and these people will fight to the death to keep that money flowing.
