Something I've always found interesting about Orwell's 1984

I have long found it interesting that in Orwell's 1984 the full powers of State control are directed at the employees of the State, with little to no interest in the common proles. Sometimes I can't help but think his second message to may have been one of hope, that Governments only control that which they easily can.
