See for Yourself: The Pentagon’s $51 Billion ‘Black’ Budget

The military keeps a lot of little things secret. It could be the exact range of a jammer, sensitive missile data or the timing of a raid. But the larger context — that jammers and missiles exist, or that our forces conduct raids — is unclassified and even listed in the Pentagon’s budget for all to see.

These secrets are different. Their names are obscured by code words, or simply listed as “classified programs.” But with a little digging, we can get a (limited) sense of how much money is being spent on the U.S. government’s most secret military projects. In fact, you can take a look for yourself. We’ve put together this spreadsheet with the latest information. Feel free to add, subtract and edit it — kind of like a classified cash wiki.

This year, the military’s black budget appears to be a little over $51 billion, down from the $56 billion which held steady for the last two years, not including inflation. The reductions are also not really a surprise considering the cuts happening nearly everywhere else.

Because it’s not easy saying we have the complete number. The Pentagon likes to play a little hide and seek with its black budget. Projects with code names like the Navy’s “RETRACT JUNIPER” and “LINK PLUMERIA” are simple enough to find in the research development, testing and evaluation budget (.pdf). As are many of the Army’s “TRACTOR” projects: “TRACTOR NAIL,” “TRACTOR CAGE,” and so on. But then comes along a project like “TRACTOR DESK” hiding in one of the Army’s eight research budget documents, while others find their way to the operations and maintenance and procurement budgets.

Military spending is hidden throughout the entire budget. For instance, the cost for maintaining and modernizing our fleet of nuclear missiles is hidden in the budget of the Dept. of Energy.

Military spending is built into every aspect of our budget. That is why it is generally accepted that the true figure for military expenditures is twice what the official Pentagon budget is.

Try to find out the actual cost of warrantless spying on Americans, for instance . . . the whistleblower who revealed some of the enormous waste and fraud in just one of those projects -- Trailblazer -- ended up being charged by this Administration under the 1917 Espionage Act.

I recently found a quote from a paper that had been written some time ago, concerning the black Budget:

"The ‘black budget’ funds a covert world of unaccountable intelligence activities, covert military/intelligence operations and classified weapons programs. ….The key to uncovering the true size of the black budget are the chronic accounting anomalies in the DoD budget that reveal that as much as one trillion US dollars is annually being siphoned by the CIA into the DoD for secret distribution to various military intelligence agencies and the ‘deep black’ programs they respectively support. "-end quote. -Michael E. Salla, PhD Center for Global Peace/School of International Service American University.

This is from 1998:

"Required Action -- Human Scientific Experimentation: Additional steps should be taken to assure full disclosure and proper compensation for past involuntary scientific experimentation. Secret testing of technology and weapons on humans, especially without their fully informed knowledge and consent, should not be permitted, and adequate methods for assuring that such practices not take place should be developed." -Morton Sklar (director, 1998, World Organization Against Torture: http://academic.udayton.edu/race/06hrights/georegions/northamerica/torture01.htm title: Torture in the United State, Report compiled by THE COALITION AGAINST TORTURE AND RACIAL DISCRIMINATION A Joint Working Group of Non-Governmental Civil and Human Rights Groups in the U.S.)

I am not so concerned with amounts. i can tell you now, from reading Tim Weiner's literature, that these amounts are huge, and dwarf the totals of spending of domestic such as education health etc. It might be wise to consider what they are actually doing, that may warrant ethical consideration, or probing for gross human rights violations.

Now we are all thinking about weapons in the traditional sense. But if you read a Sonoma University Investigate Report 2006, and you look into the FOIA papers that helped Colin A Ross, MD compile and complete CIA Doctors (2006 pub.) you may think other than traditional weapons systems.

Here is what one can find in the Sonoma University Report: “The only practical change engendered by the disclosures of the 1970s was to drive these kinds of operations further into the shadows. That such research and experimentation may still be occurring is evidenced by a DOD directive, issued by the Secretary of the Navy on November 6, 2006 that specifically requires prior approval of the Under Secretary of the Navy before conducting “severe or unusual intrusions, either physical or psychological, on human subjects (such as consciousness altering drugs, or mind-control techniques).”

Quite scary, I think.

Europe had thought much about the words of one American, Dr. Nick Begich, who visited the EU Parliament before the write up of Resolution below that includes mention of " global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings".

I can tell you know that these weapons systems to some extent, were operational over some distance of North America, as early as the late 1970s. I am guessing that they may have been operational earlier too.

Here is a quote from that EU Resolution:

And, here is something I have to paste from something I just commented on, but totally applies here.

These systems are able to affect humans in Europe, West Africa, and parts of Aisa, if not much of it:

There has been a secret weapons operation to develop weapons designed on neuro-bio-telepathy and test them.

Part of that test, has been a heinous assault on me, using family friends, and members of society, businesses etc.

The experimental operation has totally destroyed me, yet I find myself in better shape from getting out of coerced and manipulated situations.

The issue here rests in two places. The heinous assault on one person. And two, the issue of demands, that seem all too easily accepted, by individuals, businesses, landlords, police officers.

These weapon systems to my correct knowledge are able to have a seemless link to a brain's functioning, including thought.

My thoughts and plans have been used before or while they are implemented, to commit crime.

I went off to china after my MA study. I resided in a campus teachers housing apartment, where before I arrived, Americans using local operatives, moved out a retired teacher, and moved in rouge tenants, tenants with no relation to the school, aside from renting from this retired teacher. These tenants conducted harassment based on info relayed to them. That info was when to make noise to wake me, where I was above them. I was woken every time I dipped into sleep, nightly, until 6 am, after which I could sleep. The school could not removed these tenants. The school told me not to go to police, that they would handle all internal problems.

This technology is what some refer to as non-lethal.

I have seen cities become centers of Black Budget Operations, using businesses, and more, endlessly. That is done through these technologies. That has included a few to 100 people a day, on orders to interfere with the victim.

When we think of the invasions of privacy we see in the Snowden revelation, we think this is bad. For much of my life, these weapons systems have monitored me and the family members such as my mother and father, and twin brother. No one should have such ability. They have used them to commit heinous sadistic crimes.

“These techniques can be applied to a system of surveillance for both defense and civilian purposes, in which the U.S. Air Force can then deal more effectively with such things as terrorist groups and crowd control. However, this would be achieved by producing mild to severe physiological disruption or perceptual distortion or disorientation. U.S. Air Force documents revealed that a system for interrupting and exploiting human mental processes through pulsed radio-frequency radiation over large geographical areas is feasible and desirable.
