Just how many is too many?

This was a local news story from Ohio but it raises some real questions about DUI laws in the various states. I'm so sick of reading stories such as the one below.
How the hell does a person with 4 previous DUI convictions still hold a valid drivers license? You can bet for every time he was caught driving under the influence, there were probably ten times he didn't get caught. So this guy just kept on driving until the inevitable happened -- a man is dead and who knows whether or not his wife will live. Of course, the offending driver was barely injured.
I hold the state of Ohio responsible for way too many DUI deaths and injuries. Why in hell are the laws so lax? Certainly the laws in other states can't be this ridiculous? My feeling is, if this guy is found guilty of causing this crash (and who knows what slap on the wrist he might receive) he should rot in prison and the family of those killed and injured should sue the damn state.

Crash claims life of Oak Hill man
(Excerpt)

According to the OSP, 47-year-old Joseph V. Osborne, of Ray, was driving his 1980 Chevrolet truck northbound on Route 93, as 39-year-old Lora Sheets and her passenger 39-year-old Guy Sheets, both of Oak Hill, were traveling southbound, when the collision occurred.
Jackson County Coroner Dr. Greg Hawker pronounced Guy Sheets dead at the scene. Guy’s wife, Lora, was flown to Cabell Huntington Hospital with what was described as incapacitating injuries by Med Flight.
Osborne was taken by Jackson County EMS to Holzer Hospital in Jackson for non-life threatening injuries.
Reportedly, preliminary results signal that Osborne was under the influence of alcohol when the crash occurred. The OSP said that Osborne has four prior OVI (Operating a Vehicle while Impaired by drugs or alcohol) convictions, with his last conviction in 2012. Osborne did have a valid drivers license at the time of the crash....

this was my brother that was killed in this wreck. his wife is ok. although her life is turned upside down, not to mention his children(2), and parents, ands sisters, and brother, everyone at his church, work with mentally handicapped adults, and friends... when is enough enough? the 1st time was too much. but, this report is vague the preliminary report SUSPECTED ovi are we positive no..are we pretty sure? yes... but to look his name up on Jackson ohio court records shows no results, so I don't know what county or state he got these ovi charges in... in the state of ohio a 4th ovi charge is a felony, punishable by prison, fines, and loss of operators license. so I wanna know and our lawyer is working on this as we speak how he is out of jail being that his last ovi was apparently October of 2012, to be driving with a valid license less than a year later to even be in that place at that time to hit my brother and sister in law head on? that's a mystery but believe this... it will not be the Jackson county prosecutor working on this case, its a real lawyer who really knows what hes doing and this will work itself out with this man and this state... so don't worry walk by faith not by sight and justice will prevail.. it may take several years or even a lifetime but I have faith my brothers death will not be in vain and this will not happen to anyone else by this man...

his wife is not exactly ok she has to have surgery and not going to be able to work and support herself for a very long time... ok..
