they have been conducting undercover stings and arresting gay men you meet in the park and agree to go back to their aprtment for sex.
no sex in public,no money just agreeing to have sex in teh privacy of their own homes. the are handcuffed and jailed before bail is set. the DA doesnt prosecute since he knows he cant

the sherriff knows the law he uses has been ruled unconstitutional but in his works

make him personally on the hook for a million dollar judgement. and his officers too.

i wonder what would happen if a city were to ban guns completly
the SC would declare it unconstitutional
but according to this sheriff the cops could still arrest people for having a gun since the law is "still on the books"
