So, about the guns we're supplying the Syrian rebels..

1 - Do they do background checks on each of the rebels before giving them guns?
2 - Is there a 10 day waiting period?
3 - Do all the magazines have a 10rd capacity?
4 - Would they classify as 'Assault Weapons'?

It would be pretty comical to apply these rules to American citizens while ignoring them for Al-Qaeda affiliated rebels.

1) Individually, no. I believe the rebel groups have been checked out, and the weapons given to those deemed "moderate"...who knows what that means.
2) There have already been several months, a year even, since the rebels requested arms. I guess thats a waiting period.
3) I assume weapons come with standard magazines, which are usually 20 rounds.
4) More than likely the supplied weapons are AK47s, which are definitely fully automatic assault weapons. Also possible some sniper rifles supplied, I don't know. US says we're not supplying RPGs and anti-tank weapons at this time. Also being supplied is non-lethal aid like medical field kits and MREs.
