This was actually on page 2A of the Dominion Post, the Morgantown, WV daily (Crazy ass John Raese owns this paper, too- I’m kind of amused he is not running for Senate this time around like he has basically every election since the 80?s. I guess Arch Moore and the establishment Republicans still have some clout over the teatards and cleared the primary for his daughter, Moore-Capito):

He found a local newspaper from the early 20th century that featured a brief piece about a black man who was arrested for standing on a corner in the middle of the day, presumably because he was black and standing on a corner in the middle of the day.

That article could have run seamlessly alongside the one that you posted.
What a difference nine decades make, right?

take them to practice. When their (also black) coach arrived, just as the bkids were being taken into custody, he was also threatened with arrest for protesting the arrest of the athletes.

Proper English seems to be reserved for Illegal Immigrants and those who do NOT work for the M.C.S.D.

This does not even touch on the purpose of the note and its vagueness.

Perhaps my education is only worth less than 8th grade, but I don't see any grammar or spelling mistake there.

The words aren't big enough? Should it be "The Department would extend sincere laudatory statements of gratitude if any fair citizen domiciled in the Monongalia area would be so felicitous as to impart any knowledge, information, speculation, or theoretical research as to the identity of a male person of African-American heritage or appearance who was engaged in some activity of a dubious and suspicious nature"?

The Sheriff's dept actually released this with photos:

The Monongalia County Sheriff’s Department is asking for the public’s help in identifying a man who may have information about stolen credit cards.

According to information provided by the sheriff’s department, the man is black, between 5-foot-8 and 6-feet tall and appears to be in his late 30s to mid 40s.

In two separate sets of surveillance photos taken at Wal-Mart in January and November 2013, the man can be seen wearing a leather jacket.

He is thought to drive a charcoal grey Jeep Grand Cherokee with tinted windows. The vehicle appears to have a West Virginia license plate.

My parents grew up there and in all the summers that I stayed at my grandparents farm there (until like 1968 or so) I don't recall ever seeing a black person around there.
