I just thought of something related to the emails in the Bridgegate situation:

The Fort Lee mayor emailed the people in the governor’s office to ask whether he was being punished, who he had angered, and what he had done.

His questions in that email seem to point to a commonly acknowledged political context in NJ in which such things could be expected to happen if one, whether on purpose or unintentionally, offended the governor or someone connected to the governor.

That, of course, suggests that such retaliation was so common that no one needed to explain to the mayor that he had angered someone in power, and the mayor knew whom he had to contact about the issue—and also that he had to ask forgiveness and do some sort of penitence in order to call off the dogs.
