Sanctions show unity of purpose between U.S. and Europe. a FIRST response, not 'weak.' Takes time to formulate action.

Step by step, allies have many interests, we have to help UKraine with its problems. Moscow action is multi-layered, planned provocations.

NATO countries in Eastern Europe joined with this from Russia in mind. Wes saw putins hand in Kosovo.
