My preferred payroll tax is a nonexistent one while the cap remains anywhere

in the neighborhood of where it is now.

You must understand that the only reason it "slides by" is because it is a policy absolutely designed by the Republicans to be a poison pill that is near impossible to reverse politically once enacted.

The benefit does not justify the long term risk and is walking into a trap. Insistently walking into a trap more accurately, fighting through opposition obstruction to do it and taking the blame for the downside while evading credit because those that need it most are hard put to notice it, many swearing their taxes increased.
