Could the President sign an Executive Order allowing all women to enroll in Medicare, limited to Medicare covering Contraception?

With control of the Senate, are Dems pissed enough to take back the House this year? If we do, then why not use the FDR plan? Increase the number of justices to 15, and have 6 confirmed before the 2016 election. The only thing that stopped FDR was his own party...are Dems pissed enough to add Justices to the Supreme Court if we take control of the Congress?
