Did Jesus ever say "help American children first"?

Today on the radio I heard some religious bigot complaining that Catholic Charities were helping out with the refugee children from Central America. In her (disgusting) opinion all the volunteers should have been helping with American children first (while she presumably did nothing to help American or refugee children). I understand the narrative that American tax dollars should be spent at home rather than abroad and we certainly have our own problems, but what is with the right wing caring so much about where other's charity is directed? Why are those who are so quick to claim righteousness and godliness so hateful towards these little kids?
