It certainly was. Obama announced he was going to encourage public-private partnerships to enable private consortia to profit from putting up the money for public infrastructure repair, and it's gone almost unnoticed on DU. Just one thread on DU about it that I can find; these schemes have been a disaster for the UK, because they are free money for the banks and construction companies, just to make it look like the government isn't borrowing money - it's just promising to pay more, but it doesn't technically count as 'borrowing'.
