1. Since Congress supplies the funding, I would guess it would take an act of

Congress. There is no provision for them in the constitution.

2. A patriot with a need to make wrongs right and who has the

power to do it; a hero who will face adversaries no matter how difficult and dangerous it might be; a citizen who will not stop or balk until the job is done.

Anybody in mind? I can't see anyone presently in our sights that fits those qualities right now.

3. No, I wish did, but

since everybody seems to say that the POTUS could fire
people belonging to the CIA, I wondered if he could fire
them all.

It was more of a legal question, because it will not be
allowed to happen by TPTB.

5. I don't think this POTUS would. He's been too complicit with them.

Congress should, but not this present one or the one coming in, because they are too fractured, broken and impotent. Maybe there is hope for an overhaul in 2016 in both those branches of government if we got in the right people. Otherwise, I think only divine intervention would accomplish it before then.

I hope I'm wrong and choirs of angels descend over the White House and Congress inspiring them to do the right thing soon.
