I guess they don't count the Norway shooting. I'm not sure if it was Don Lemon who said it, but it was during his show.

because the powers that be want us to think of homegrown mass shootings as being in a different category for some reason.

there was also the bombing on the london bus, an horrible attack in spain, etc.. . Quite a few had more than 11 victims.

I think they were referring to London. I forgot just how bad Madrid was.
There is also Russia 2013, 32 dead.
