stuck in Congress for 25-30 years even though they've long given up doing anything for their constituents.

And it would depend on the president. Polls showed that President Clinton would've easily won a third term while G.W.Bush wouldn't.

There's no doubt in my mind that President Obama would easily win a third term were he to run.

General consensus among constitutional scholars is that anyone who has served 2 terms as president, such as Bill Clinton or Barack Obama (in 2016) cannot be on the ticket for VP. But there is absolutely no doubt whatsoever that such a person could not become president if the president died or left office.

His approval ratings in 2008 and the economy crashing would not have allowed him to win anything remotely resembling a fair election.

The rule only says a sitting President can't run for more than two CONSECUTIVE terms. He can let some other assclown govern for four years (Republican OR Democrat), and then RUN AGAINST them.

Remember Pierre Trudeau? The greatest Prime Minister in RECENT Canadian history? (A Liberal, of course.) He served as PM for 11 years until Canadians thought they were sick of him, and they elected Joe Clark to lead a Conservative government. After six months of Conservative rule they were DESPERATE to get Trudeau back. The Clark government fell, and Trudeau was elected PM for ANOTHER four years.

Poppy or Carter can, however. In fact, you can't even run again after serving over six years. So if Obama resigns next year, he can't ever run again. If he resigns right now, however...maybe he could run again, not sure...

but in another way I wouldn't wish 4 more years of stress on him. After 8 years he deserves to go do something else and become a public citizen again. I'm sure he will make his mark on history as a former president given the high bar set by President Carter and President Clinton.

NOTE: I said "kinda" because that would've also meant that Bush ll would've been able to run again, as well, not because I have anything against Pres. O.
I don't think O's presidency was did justice with his agenda being hamstrung by the Republicans in Congress, him being the first Democrat to have FOX News around his entire presidency (FOX News started only in '96 while Clinton was elected in '92), and with the low turnout in both midterm elections. I think not enough voters on either side of the spectrum have acknowledged or appreciated the things that he has done and changed so far. His approval rating could've easily been at least in the high 60s with a media that is genuinely interested in reporting, rather than profits and attracting eyeballs. There is so much that he could've did with Democrats holding a strong majority in both Houses for a longer period of time. He comes off as a politician who has actually been true to his word so far, and sincerely wants the nation to improve.
